On 25 September 2017, the Lower House of Parliament tabled the examination of the draft organic law on the institution, organization and functioning of the National Council for Monitoring the Agreement and the electoral process, CNSA, with a view to its likely adoption by the majority of MPs.

It is a plenary that is likely to see the absence of the opposition MPs gathered in the Rally, which to this day deny legitimacy of both the CNSA as constituted, and the Government that validated this proposed law by the National MP Grégoire Mirindi.

The consequences of this possible absence of a part of the national elected representatives in the « temple of democracy » can only have a minor impact on the holding of this plenary, especially since the parliamentary majority, or the 3/4 of deputies required by the Constitution is controlled by the Presidential Majority, which is in favor of the Government of Bruno Tshibala and the CNSA of Joseph Olenghankoyi resulting from the Agreement of 31 December 2016.

Without taking into account the voting intentions of the elected representatives, if this law is adopted, it will give the green light to the CNSA to ensure compliance with the Agreement of the New Year’s Eve by all the animators of the Congolese institutions and to monitor and evaluate its implementation with a view to ensuring the organization of credible, transparent and peaceful elections as stated in the said Agreement.
